  • Grade 12
  • Degree in Accounting or Financial Management
  • Five (5) years relevant experience in Expenditure Management
  • Financial management experience within the Municipal environment will be an added advantage
  • National Treasury Minimum Competency Requirements will be an added advantage
  • Computer literacy (with excellent Excel skills)
  • Valid Code EB driver’s license
  • High level of interpersonal skills, including the ability to liaise effectively with stakeholders (internal & external)
  • Ability to work with minimum supervision

Key Performance Areas:

  • Manage all activities in the Creditors Section.
  • Ensure the authorization of accurate and legitimate payments.
  • Implement and maintain internal controls over accounts payable.
  • Reconciliation of control accounts.
  • Manage the Payroll Section and ensure accurate and timeous payment of staff salaries.
  • Ensure payroll reconciliation and authorization.
  • Attend to audit queries.
  • Analyze reports and provide appropriate management responses.
  • Human Resource Management (training, personnel development, performance, discipline, overtime, leave, etc).
  • Ensure effective and efficient governance and administration.
  • Policy formulation and review

ANNUAL BASIC SALARY: R424 896.00 per annum (level 3) plus normal company benefits, travelling allowance and 25% non-pensionable allowance

The offer of remuneration will be determined by competencies, qualifications and experience as per the Local Government Regulations on Appointment and Conditions of Employment of Senior Managers, read together with the guidelines as set out in Notice 1224 published in Government Gazette No. 42023 dated 08 November 2018, Upper Limits of Total Remuneration Packages payable to Municipal Managers and Managers directly accountable to Municipal Managers.
