Director Public Safety
Name: Kgomotso Aphane
Background:

Born on 5 th August 1964 in Pretoria. Did Primary School in Alexandra during the 70’s and matriculated in the Northern Province now Limpopo.

A mother of 3, 1 girl plus 2 boys

Got BAED degree with Vista University and qualified as a teacher. Taught for 5 years joining Kempton Park City Council (Public Safety Department) in 1996, where I established external training section (road safety programmes) for the previously advantaged communities (Tembisa), Phomolong, Ivory Park).

Achievements:
  • Established and launchd the Public Safety Women’s Forum (2003).
  • Inauguration of the Chief of Police’s Function (2004). (Mr Robert McBride)
  • Signing of the MOU between SAPS (Province) Crime Prevention and Intelligence Gathering (2005).
  • Organized conference on Illegal Immigrants and Xenophobia in Ekurhuleni (2006).
  • Co-ordinated the netball team and won the Metro Police Sports Tournament (2006).
Goals:
  • To establish a winning department through partnering for success with all stakeholders, councilors and the community at large.
  • To make Govan MbekMunicipality a safe environment for all its communities, and promote the Batho Pele Principles through a group of dedicated team.


Director Environment & Tourism
Name: Sibongile  Zikalala

Background:

Had a successful tenure at the Mpumalanga Provincial Government- Department of Economic Development and Planning as Director: Tourism Development. Was the brainstrust behind the highly successful World Tourism Day and related projects and events held in the Mpumalanga Province in 2006.

Being a mother of two and having those maternal instincts, I can be put to good management use when she led a team of younger but able technocrats acting as a mentor and guide to everyone of them.

She exhibited the same qualities whilst serving as the Head of Department (Commerce) at Kusasalethu Comprehensive High School at Embalenhle. In this position her duties included strategic planning, project and programme management, budgeting, public administration, policy development and monitoring.

Achievements:
  • Served on the Committee that drew up the Mpumalanga Tourism and Parks Agency Act.
  • Served on the Tourism Committee that crafted the organogram and functions of the Mpumalanga Tourism and Parks Agency.
  • Was part of the National CFO’s extended forum that is aligning provincial departments and customizing strategic objectives
  • Managed the successful implementation of the first phases of the Mpumalanga Tourism Growth Plan.
  • Designed and implemented the Mpumalanga Tourism Safety Strategy that is being adopted by the National Department of Environment and Tourism and is implemented by other provinces.
  • Developed the Mpumalanga Tourism BEE Charter Action plan.
  • Developed the 2010 Departmental and Provincial Tourism Plan.
  • Was actively involved in community and union structures in and around Secunda while teaching at Embalenhle
Goals:
  • The intention is to improve service delivery and therefore it can not be business as usual.
  • We need to implement the Batho Pele principle
  • Fast-track the ASGISA Programme
  • Ensure clean and accountable administration of the department that will have positive input on GMM as a whole
  • Contribute in the municipality endeavor to win the Vuna Awards

Director Health and Community Services
Name: Fanie Mnisi

Background:

Was born in Mkhuhlu: Mpumalnga Province (Lowveld area) and attendedGavazana, Manyakatana and Mapaleni Primary Schools,Makhosana Manzini High School,Technikon Northern Gauteng (TNG): Environmental Health, Tshwane University of Technology (TUT): Environmental Health and Environmental Management,University of South Africa (UNISA): Environmental Science,Post graduate in Natural Sciences (Environmental Science, Health & Management).

Worked at Mpumalanga Dept of Health: Sub-district coordinator-Environmental Health andEmalahleni Local Municipality :Head: Environmental Management,

Achievements:

Done a research study in the Albert Luthuli Municipal area for a Masters Degree in Environmental Science (UNISA), entitled “Environmental Risk Assessment Associated with selected unregulated landfill in the Albert Luthuli Municipality, Mpumalanga Province, South Africa” since 2005/6(not yet published).

Been a tutor of Biology and Science to grade 10, 11 and 12 in the Gauteng province for the Gauteng and North West schools (Soshanguve, Mabopane, Winterveld & etc) during 2000-2001, at the Technikon Northern Gauteng Matric Project.

Been trained and used as a Career Counselor and a Communication & Peer Counselor to high schools students in Mpumalanga, Gauteng, North West and other schools that visited the Technikon Northern Gauteng and all exhibitions.

Initiator of the mass clean up campaign that involved first installation of street refuse bins in Mayflower Township at the Albert Luthuli Municipality in September 2003. The vision bearer of street tree planting project in eMalahleni main entrances and cemeteries in Kromdraai, Khutsong, Phola and Donna cemeteries in Emalahleni Local Municipality.

Goals:

The directorate aims to achieve its vision through an Integrated Management Strategy (IMS) which will ensure that all its services promote and protect Constitutional rights of the local communities’ and the objects of local government by:
  • Bring services to the people through establishment and proper administration of multipurpose centers in Leandra, eMbalenhle and eMzinoni/Bethal(MPCC).
  • Democratic and socio-economic upliftment by ensuring that each service section within the directorate has capacity building/education as a measurable objective, and that socio-economic uplifting projects are established in different communities.
  • Setting strategic plans for each service rendered by the directorate as:
    • To move from refuse removal to Integrated Waste Management in the Govan Mbeki Municipality (develop data base in waste management, prioritize waste minimization & regard waste deposal by landfill as a last option).
    • To ensure and provide suitable land for housing, relocate all settlements from flood lines, entrepreneur and facilitate for proper housing developments initiatives.
    • To render an advanced Primary Health Care and Municipal Health Services while in transit to meet the requirements of the National Health Act, 2003.
    • To ensure that local communities access public services within their reach through MPCC’s.
    • To ensure efficient and effective cost implications of services to the public
